Born and brought up in the north-east, Judith studied for first and second
degrees in the region. She has a wealth of experience in public service
spanning thirty years at local, regional and national level.
She spent fifteen years with the Probation Service before a period on
secondment to the third sector working on neighbourhood regeneration and
community safety. In 1998 she joined Durham County Council where she
championed a whole council approach to community safety. This was followed
by a four year secondment to the Home Office, initially leading
negotiations on Public Service Agreements and subsequently heading up
partnership policy. Before taking up post in the Government Office in 2006,
Judith was Deputy Clerk to Durham Police Authority.
Judith leads for the Government Office on Safer and Stronger Communities
and has a spatial responsibility for Tees Valley.
