Organisation Structure

We are led by our Regional Director Jonathan Blackie and we are made up of seven business groups.

The Children and Learners Group is responsible for the regional delivery of the Department for Children Schools and Families agenda as set out in the Children’s Plan. The group also aims to offer support and challenge to stakeholders in accelerating progress towards achieving Every Child Matters outcomes for all children and young people across the region. Children’s Services Advisors and other specialist policy officers are based within the group to enhance our work in localities.

The Corporate Management and Resilience Group brings together some of our strategic functions such as regional resilience, ministerial business and communications. The group includes our corporate service teams who are driving forward cultural change and are at the forefront of the transformation process.

The Community Safety and Tees Valley Group ensures that government policies are translated into sustained progress to further reduce crime and improve community safety in the North East. Its key priorities include working with partners to improve delivery and to enable them to meet the requirements of national standards, including embedding intelligence-led problem-solving across the region. The group is responsible for relationship management with Tees Valley sub-region. This involves the negotiation of the Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton Local Area Agreements and the Tees Valley Multi Area Agreement.

The Economy and Tyne and Wear Group promotes improvement in the economic performance of the region and, working in partnership with One NorthEast, Culture North East and other partners, enhancing enterprise and cultural development, simplify business support and to deliver policies focused on improving employability in the region. The group is responsible for relationship management with Tyne and Wear sub-region. This involves the negotiation of the Gateshead, Newcastle, North Tyneside, South Tyneside and Sunderland Local Area Agreements and the Tyne and Wear Multi Area Agreement.

The Environment Group promotes the agendas of sustainable development, climate change and living within environmental limits. Key transport issues for the group are traffic congestion, transport governance and accessibility to transport. It influences and challenges regional and sub-regional actions to improve and increase housing through government policy, and facilitate development through sound planning. The group also hosts the national centre of expertise for Department for Environment, Food and Rural Affairs Rights of Way Casework and the Department for Transport Roads Casework.

The Local Government Group oversees our place-shaping role, driving transformation by working with local councils, local strategic partnerships and the Regional Improvement and Efficiency Partnership. A key role is to ensure local area agreements and sustainable community strategies are challenging, fit-for-purpose and underpinned by appropriate, sustained partnership activity. The group is also responsible for engagement with the third sector, including working with partners to develop capacity in regional organisations, promoting community empowerment and promoting and taking action to secure cohesive communities based on shared values. The group is responsible for relationship management in Northumberland and Durham and for the development of their local area agreements.

The Public Health Group takes forward the Department of Health agenda. It leads the improvement of health and ensuring the protection of the population by overseeing arrangements for communicable disease control, environmental health surveillance and emergency planning. It also secures the quality of clinical services by supporting the local NHS.
