The Prolific and Other Priority Offenders Strategy (PPO) began in 2004. It aims to tackle those offenders who are committing the most harm within our communities.
We help to shape national development of the strategy, and are on a group
that oversees delivery of the strategy across the North East.
Community safety partnerships worked with organisations like the police,
the Probation Service, the Prison Service and youth offending teams to
introduce a local PPO scheme in each area. They now manage the 12 schemes
in the region and we help and advise them to develop and implement best
practice. We also work with the region’s three local criminal justice
boards who support the schemes in the area they cover.
A national performance management framework monitors progress of each
scheme. This provides information on the numbers of offenders in each area
and details of where they are in the criminal justice system. We collect
and check this data before it is sent to the Home Office. We also measure
the effectiveness of the schemes using a traffic light
assessment system.
