A disruptive challenge may continue to cause disturbance long after the immediate threat has been countered or removed. Helping individuals, communities and environments to recover poses a separate challenge. The emergency services who conduct the immediate response will hand over responsibility to other local agencies – local authorities, the Environment Agency, local stakeholder groups etc.
