Recovery: the National Picture

Government Offices, through the work of the Regional Resilience Teams, have a responsibility to assist local responders and responsible central government departments in recovery and restoration of areas affected by an incident back to state of normality.

A disruptive challenge may continue to cause disturbance long after the immediate threat has been countered or removed. Helping individuals, communities and environments to recover poses a separate challenge. The emergency services who conduct the immediate response will hand over responsibility to other local agencies – local authorities, the Environment Agency, local stakeholder groups etc.

Government Offices have a long-term commitment to the recovery process:

  • Encouraging co-operation across local and regional boundaries
  • Developing existing programmes to meet the new circumstances
  • Helping local partners and central government explore alternative recovery strategies
